About Us

Livestock Information Ltd is owned by the Department for Environment, Food and Rural Affairs (Defra) and the Agriculture and Horticulture Development Board (AHDB). The company was established in 2019, with the aim of building new products and services using modern digital techniques to improve the quality of livestock movement data.

The Livestock Information Service was launched in 2022 and is now used to record movement data for sheep, goat and deer by users in the supply chain. Cattle and pig movement services will soon follow, to create a single, digital movement service for all species that is simple and convenient for livestock record management. We also work with counterparts in Wales, Scotland and Northern Ireland to create compatible and seamless services for livestock movements across UK borders.

John Cross (OBE) is a fifth-generation farmer based in West Norfolk. He is Chairman of the Bovine TB Partnership and Chair of our industry focus group – The Traceability Design User Group (TDUG).

Ian Hewett

Managing Director

With a career forged in Defra and the former Ministry of Agriculture, Fisheries & Food, Ian has undertaken a range of Policy and Delivery roles. Ian has also held several Director roles at the Rural Payments Agency and the Animal and Plant Health Agency, including interim Chief Executive.

Vicky Moore

Defra SRO for the LITP

Vicky is the Senior Responsible Owner (SRO) of the Livestock Information Transformation Programme (LITP) within Defra, working with the team at LI to keep the delivery of the programme on track and fit for purpose.

Serving 27 years for the Ministry of Justice, Sharon is committed to optimising delivery of services, experienced in high-profile projects, change initiatives and driving strategic direction successfully across Central Government.

Tuff Chowdhury

Interim Programme Director

Tuff Chowdhury has over 26 years of experience, successfully leading large-scale, global digital transformation programmes and change initiatives in both the public and private sector.

Mohammed Rahman

Interim Finance Director

Mohammed has substantial experience across multiple sectors and industries within the UK, having held both CFO and FD roles, alongside providing consultancy and advisory services in other countries.

Katie Bolger

Corporate Operations Lead

With a background in business management and strategic transformation within publicly funded corporations, Katie’s expertise spans corporate operations, workforce planning, cost optimisation, risk, governance, and reporting.

Victoria Legomski

People Services Lead

Victoria has over 10 years of HR management experience across diverse sectors in the UK and internationally, with expertise in high-impact projects and people strategy. She holds a CIPD Level 7 accreditation and a master’s degree in human resource management.

Thomasina Hammett

PMO Lead

Thomasina has 10 years of experience within private sector Financial Services as a PMO Lead, ensuring successful delivery of complex Business Transformational Change Programmes. She also comes from several generations of farmers, so is passionate in contributing to LI’s vision and purpose.

The Livestock Information Service has been co-designed by the Traceability Design User Group (TDUG); an independent group of 25 industry, government and academic specialists from across the meat and livestock industry.

The Traceability Design User Group is currently chaired by John Cross and acts as a bridge between the service and industry to ensure it is built for, and remains to be fit for, industry requirements.
