The Livestock Information Service (LIS) enables compliant movement recording of sheep, goat and deer in England. To be able to access LIS you will need to create an account. Your LIS account will enable you to record your movements digitally, record tag applications and keep an online holding register.

 

The information below provides guidance on reporting movements associated with your holding.

Movements Off

When an animal moves off your holding, you must report the movement online or via paper movement forms. Reporting the movement on the Livestock Information Service (LIS) will update your online holding register. Here you can view all the movements that you have recorded off your holding.

 

Once you have created your LIS account, sign in to record a movement off your holding. To learn more about creating your LIS account and signing in, please read our Getting Started Guide.

 

Note: This guide will reference Flock number, if you are a goat or deer keeper using LIS, you will see Herd number instead of Flock number.

1. Movement direction and date

Read our guidance on selecting movement direction and date of move.

Movement Direction and date:

Once you have signed in, you will see the Home page. The Home page will show you all of your holdings. 

 

To record a movement off your holding, you will first need to select your desired holding, and then select the species (sheep, goat or deer) you would like to view. 

 

After selecting a species, you will then see your Holding Summary. At the top of the page, you will see the LIS navigation bar. 

 

On the navigation bar, you will see the option for Movements. Select the Movements option. 

 

After selecting the Movements option, you will see the Movements page. 

On the Movements page, you will see the header Step 1 of 5 – Movement direction and date. Below the header you will see the sub-header Movement type. 

 

On the Movements page, you will see buttons for the following options: 

 

Movement On Movement Off 

 

Permit move (non-CPH) 

 

To record a movement off your holding, select the Movement Off button. 

 

 

Below these options you will see a checkbox for In Business Move. 

 

If you are moving animals within your business, you should select the checkbox. 

 

After selecting Movement Off, a header for Movement date will be visible. Below the header there will be an input field for Departure date. 

Enter the date when the animals left their holding in the Departure date input field. The Departure date should be entered in the following format DD/MM/YYYY. 

 

After entering the Departure date, you will see an Add comment/user notes (optional) link. Selecting the link will reveal a textbox. 

If you would like to add additional information about the movement, you can add it here. Information added in this textbox will appear against the movement record within the Movement off section of your Holding Register. 

It is not a compulsory requirement to include additional information in the textbox, however some keepers report it makes identification of movements in the holding register easier. 

 

 

After entering the Departure date, you will see a Destination holding header. 

 

Below the Destination holding header, you will see two tabs. To enter the Destination holding you will need to choose one of the following options: 

 

Search for CPH – Enter the full County Parish Holding (CPH) number of the Destination holding, Food Standards Agency (FSA) number, or search for a CPH. 

 

Recently used locations – Select a holding that you have previously used. 

 

 

If you selected In Business Move, you will see a Destination holding dropdown. The dropdown will display the CPHs for all your holdings. 

 

Select the CPH of where you are moving your animals to within your business. 

 

After selecting a CPH from the list, a card with the header Selected holdings will be visible. The card will show the CPH you selected and the associated address. 

 

The card will have a Change button. 

 

Selecting the Change button will allow you to change the Destination holding you have entered. 

Destination holding - Search for CPH

Below the Destination holding header, you will see tabs for the above options. By default, the Search for CPH tab will be open. 

 

Within this tab, you will see the following question ‘Do you know the full CPH or FSA number of the holding?‘ You will see the buttons for Yes or No. 

 

Select the appropriate option. 

 

Selecting the button for Yes will display two buttons for the following options: CPH number – County Parish Holding number 

 

FSA number – Food Standard Agency number 

 

If you know the full CPH number, then you should select CPH number. If you know the full FSA number, then you should select FSA number. 

 

After selecting the CPH number option, an input field for CPH number will be visible. 

 

In the CPH number input field, you should enter the full County Parish Holding (CPH) number for the Destination holding. 

 

The CPH number should be entered in the following format CC/PPP/HHHH. After entering the CPH number, the Search button will be available. 

 

Select the Search button to search for the holding. 

 

After selecting Search, if the CPH is recognised by LIS, then a card with the header Selected holdings will be visible. The card will show the CPH you entered and the associated address. 

 

The card will have a Change button. 

 

Selecting the Change button will allow you to change the Destination holding you have entered. 

 

After selecting the FSA number option, an input field for FSA number will be visible. 

 

In the FSA number input field, you should enter the full FSA number for the Destination holding. The FSA number should be exactly 4 digits long. 

 

After entering the FSA number, the Search button will be available. Select the Search button to search for the holding. 

 

After selecting Search, if the FSA number is recognised by LIS, then a card with the header Selected holdings will be visible. 

 

The card will show the FSA number you entered and the associated address. The card will have a Change button. 

 

Selecting the Change button will allow you to change the Destination holding you have entered. 

 

Selecting the button for No will provide the following input fields to allow you to search for the Destination holding: Holding type (optional) 

 

Holding name Holding postal code 

 

In the Holding type (optional) dropdown, you can choose to select a holding type from the following dropdown list:

  • Abattoir 
  • Agricultural Holding
  • Market 
  • Showground
  • Veterinary
  • Assembly Centre
  • Collection Centre
  • Other
  • Common Land
  • Artificial Insemination Centre Unkown
  • Port
  • Quarantine
  • Slaughter Market
  • Store Market 

Selecting a Holding type from the dropdown will narrow down the search results to only show holdings that match the Holding type selected. 

 

In the Holding name field, you can enter the name of the Destination holding where you will be sending the animals to. In the Holding postal code field you can enter the full, or partial, postal code for the Destination holding. 

 

After entering a Holding name and/or a Holding postal code in the fields provided, the Search button will be available.

 

Selecting Search will display a table containing all CPHs that match your search criteria. 

 

When CPHs matching your search criteria have been found, a table will be visible and will show rows containing the CPH number, holding name and holding address for each possible holding. There will also be a link for Select holding on each row. 

 

Selecting the Select holding link will select the holding as the Destination holding. 

 

If the information you have entered in the input fields is not recognised by LIS, then you will see an error message. If you see the error message, then you should enter more information in the fields provided. 

 

After selecting the holding from the table, a card with the header Selected holding will be visible.

 

The card will show the CPH you entered and the associated address. 

The card will have a Change button. 

 

Selecting this button, will allow you to change the location you have entered. 

 

Destination holding - Recently used locations

Below the Destination holding header, you will see tabs for the above options. 

 

By selecting the tab for Recently used locations, you will see holdings you have recently used for reporting a movement. 

 

Within this tab you will see the header Select holding and a list of your recently used holdings.

 

Selecting the button next to a holding from the list will select it as the Destination holding. 

If you do not see any recently used holdings in this list, then you must follow one of the other options to select the Destination holding. 

 

After selecting a holding from the list, a card with the header Selected holding will be visible.

 

The card will show the CPH you entered and the associated address. 

The card will have a Change button. 

 

Selecting the Change button will allow you to change the Destination holding you have entered. 

Standstill Exemptions

After selecting your Destination holding, you will see a header for Standstill exemptions.

 

Below the Standstill exemptions header, you will see a View and select link. 

Selecting the link will reveal a list of checkboxes for the available Standstill exemptions. 

 

To record Standstill exemptions for this movement, you can select the applicable Standstill exemption from the list. 

 

The available standstill exemptions for sheep are as follows: 

  • Moving for immediate slaughter (direct, or via dedicated collection centre or dedicated market)
  • Returning to their correct home after being inadvertently rounded up from common land
  • Moving animals within your business that remain under your day to day care and control
  • Moving animals to a Central Point Recording Centre (CPRC)
  • Moving breeding rams to a market between August 1st and November 30th via an approved Isolation Unit
  • Moving breeding rams to or from a holding between August to November via an approved Isolation Unit
  • Returning breeding rams from a Market between August 1st and November 30th via an approved Isolation Unit
  • Moving to a show via an approved Isolation Unit
  • Moving from a show via an approved Isolation Unit
  • Returning from an AI centre via an approved Isolation Unit 

 

The available standstill exemptions for goats are as follows: 

 

  • Moving for immediate slaughter (direct, or via dedicated collection centre or dedicated market)
  • Returning to their correct home after being inadvertently rounded up from common land
  • Moving animals within your business that remain under your day to day care and control
  • Moving animals to a Central Point Recording Centre (CPRC)
  • Moving breeding goats to or from a holding for breeding via an approved Isolation Unit
  • Moving to a show via an approved Isolation Unit
  • Moving from a show via an approved Isolation Unit
  • Returning from an AI centre via an approved Isolation Unit 

 

The available standstill exemptions for deer are as follows: 

 

Returning to their correct home after being inadvertently rounded up from common land 

 

After entering all the required information for this step, the Continue button will be available to select. Selecting Continue will progress you to Step 2 of 5 – Add animals. 

 

2. Add Animals

  • Add animals by batch

    Add animals – Add animals by batch 

     

    Selecting the option to Add animals by batch will open a popover with the header Add batch. The Add batch popover will display input fields for Total animals and Flock number (optional). 

     

    Enter the total number of animals that have moved off to your holding in the Total animals input field. The Total animals must be greater than or equal to 1, and less than or equal to 1000. 

     

    Enter the flock number for the batch of animals in the Flock number (optional) input field. The Flock number should follow one of the following rules: 

     

    For sheep and goats the flock number should start with UK + 6 digits. If you enter a flock number with a leading zero, then LIS will remove this for you on entry. E.g. UK0123456 will become UK123456. 

     

    For deer, UK legislation requires deer to be recorded individually using a tag that is printed with UK and your registered Herd mark. E.g. UKAB1234 or UKA1234. Deer that are already tagged with a deer society tag and do not have a UK tag will need to be reported as a batch. The following formats are examples of valid formats. 

     

    • UKAB1234
    • UK AB 1234
    • UKAB 1234
    • UK AB1234
    • UKA1234
    • UK A 1234
    • UK A1234
    • UKA 1234 

    Note: The system will enter one space between UK and the letter for herd numbers with one letter, all other spaces will be stripped out. (Deer only). 

     

    After entering the Total animals and Flock number, the Add batch button will be available to select. Selecting the Add Batch button will add the animals to a separate table with the header Batches. 

    The Batches table will display any animals added using the Add animals by batch option. 

    The table will show the Quantity, Flock number and Status for each batch of animals, and a Remove link. Selecting Remove will remove the batch of animals from the movement report. 

     

    When using the Add animals by batch option, it is important to remove any invalid tags. Invalid tags will be highlighted on the Batches table and an error message will be displayed. Before you can proceed to the next step, you must remove all invalid tags. 

    To help you remove all invalid tags in bulk, the table will include a Remove all invalid link. Selecting the Remove all invalid link will remove all invalid tag numbers from the table. 

     

    After adding all the animals that have moved off your holding, the Save button will be available to select.

     

    Select the Save button to save the animals to the movement report. 

    After selecting Save, the popover will close and you will see the header Total animals. 

     

    To view the animals you have added to the movement, you must select the Batch animals in movement section. 

     

    After selecting the Batch animals in movement section, you will see a table showing the animals added to the movement. 

    The table will show the Flock number and Quantity for each batch of animals in the movement. 

     

    When you have finished adding animals to the movement, the Continue button will be available to select. Select the Continue button to progress to the next step, Step 3 of 5 – Transport information. 

     

  • Add individual animals - Select from animals on your holding

    Selecting the Select from animals on your holding option will open a popover with the header Animals on holding.

     

    The Animals on holding popover will display a table showing all the animals currently listed on your holding. The table will show the Tag number, Breed, Gender, Year/Date of Birth and Age for each animal, and a link for Add.

     

    Selecting Add will add the animal to the movement report. To help you find the animal you want to report as moved, you can filter the table by Tag number, Breed, Gender or Age.

     

    After selecting Add, the Animals Selected total will increase to display the total number of animals selected.

     

     

    After adding all the animals that you are moving off your holding, the Save button will be available to select. Select the Save button to save the animals to the movement report.

     

    After selecting Save the popover will close and you will see the header Total animals. Below the header you will see a section with the header Individual Animals in movement.

     

    To view the animals you have added to the movement, you must select the Individual Animals in movement section.

     

    After selecting the Individual Animals in movement section, you will see a table showing the animal added to the movement.

     

    The table will show the Tag number, Breed, Gender, Year/Date of birth and Age for each animal in the movement.

     

    When you have finished adding animals to the movement, the Continue button will be available to select. Select the Continue button to progress to the next step, Step 3 of 5 – Transport information.

  • Add individual animals - Upload a file

    Selecting the option to Upload a file will open a popover with the header Upload a file.

     

    The Upload a file popover will allow you to upload a CSV file containing a spreadsheet of the applied tag numbers. Before you choose a file to upload, you must first ensure your spreadsheet is in the accepted format. The spreadsheet should have no headings and the full tag number, including flock number, and individual number must be within the same cell.

     

    The tag numbers should be entered onto the spreadsheet using one of the rules outlined in the Add individual animals –  Tag numbers format section of this guide.

     

    In the search field with the header Choose a file to upload, there will be a Browse button.

     

    Selecting Browse will open a window that will allow you to browse your device for a CSV file containing the tag numbers.

     

    After locating the file on your device, select the file you want to upload. The window should contain an Open button.

     

    Selecting Open will display the file name within the search field.

     

     

    After selecting a file from your device, the Upload button will be available to select.

     

    Selecting the Upload button will add the tag numbers to a separate table with the header Animals Entered. The Animals Entered table will display any animals added using the Upload a file option.

     

    The Animals Entered table will show the Tag number and Status of each animal and a Remove link. Selecting Remove will remove the tag from the tag application report.

     

     

    When adding animals using the Upload a file option, it is important to remove any invalid tags. Invalid tags will be highlighted on the Animals Entered table and an error message will be displayed. Before you can submit your report, you must remove all invalid tags to proceed.

     

    To help you remove all invalid tags in bulk, the table will include a Remove all invalid link. Selecting the Remove all invalid link will remove all invalid tag numbers from the table.

     

     

    After adding all the animals that have moved off your holding, the Save button will be available to select. Select the Save button to save the animals to the movement report.

     

    After selecting Save, the popover will close and you will see the header Total animals. Below the header you will see a section with the header Individual Animals in movement.

     

    To view the animals you have added to the movement, you must select the Individual Animals in movement section.

     

    After selecting the Individual Animals in movement section, you will see a table showing the animal added to the movement.

     

    The table will show the Tag number, Breed, Gender, Year/Date of birth and Age for each animal in the movement.

     

     

    When you have finished adding animals to the movement, the Continue button will be available to select. Select the Continue button to progress to the next step, Step 3 of 5 – Transport information.

  • Add individual animals - Add a tag number range

    Selecting the option to Add a tag number range will open a popover with the header Add a tag number range. The Add a tag number range popover will display input fields for Flock number, Start number and Quantity.

     

    Enter the Flock number for the animals that have moved off your holding within the Flock number field.

     

    The Flock number should be entered using one of the rules outlined in the Add individual animals – Tag numbers  format section of this guide.

     

    After entering the Flock number, you should enter the Start number for the animals that have moved within the Start number field.

     

    The Start number should be an number between 1 and 99999.

     

    After entering the Start number, you should enter the quantity of animals that have moved within the Quantity field. The Quantity must be equal to or greater than 1, and less than or equal to 1000.

     

     

    After entering the Quantity, the button for Add Range will be available to select.

     

    Selecting the Add Range button will add the tag numbers to a separate table with the header Animals Entered. The Animals Entered table will display any animals added using the Add a tag number range option.

     

    The Animals Entered table will show the tag number and status of each animal and a Remove link. Selecting Remove will remove the animal from the movement report.

     

     

    When adding tag numbers using the Add a tag number range option, it is important to remove any invalid tags. Invalid tags will be highlighted on the Animals Entered table, and an error message will be displayed.

     

    Before you can proceed to the next step, you must remove all invalid tags.

     

    To help you remove all invalid tags in bulk, the table will include a Remove all invalid link. Selecting the Remove all invalid link will remove all invalid tag numbers from the table.

     

     

    After adding all the animals that have moved off your holding, the Save button will be available to select. Select the Save button to save the animals to the movement report.

     

    After selecting Save, the popover will close and you will see the header Total animals. Below the header you will see a section with the header Individual Animals in movement.

     

    To view the animals you have added to the movement, you must select the Individual Animals in movement section.

     

    After selecting the Individual Animals in movement section, you will see a table showing the animal added to the movement.

     

    The table will show the Tag number, Breed, Gender, Year/Date of birth and Age for each animal in the movement.

     

     

    When you have finished adding animals to the movement, the Continue button will be available to select. Select the Continue button to progress to the next step, Step 3 of 5 – Transport information.

  • Add individual animals - Enter tag numbers manually

    Selecting the option to Enter tag numbers manually will open a popover with the header Enter tag numbers manually.

     

    The Enter tag numbers manually popover will provide a text field for you to enter the tag numbers of the animals that have been moved off your holding.

     

    Tag numbers entered in the text field provided should be separated by a comma or a new line. The tag numbers should be entered using one of the rules outlined in the Add individual animals – Tag numbers format section of this guide.

     

     

    After entering the animal’s tag number, the Add button below the text field will be available to select. Selecting the Add button will add the animal to a separate table with the header Animals Entered.

     

    The Animals Entered table will display any animals added using the Enter tag numbers manually option.

     

    The Animals Entered table will show the Tag number, Breed, Gender, Year/Date of birth and Age of each animal, and a Remove link.

     

    Selecting Remove will remove the animal from the movement report.

     

     

    When adding animals using the Enter tag numbers manually option, it is important to remove any invalid tags. Invalid tags will be highlighted on the Animals Entered table and an error message will be displayed.

     

    Before you can proceed to the next step, you must remove all invalid tags.

     

    To help you remove all invalid tags in bulk, the table will include a Remove all invalid link. Selecting the Remove all invalid link will remove all invalid tag numbers from the table.

     

    After adding all the animals that have moved off your holding, the Save button will be available to select. Select the Save button to save the animals to the movement report.

     

    After selecting Save, the popover will close and you will see the header Total animals. Below the header you will see a section with the header Individual Animals in movement.

     

    To view the animals you have added to the movement, you must select the Individual Animals in movement section.

     

    After selecting the Individual Animals in movement section, you will see a table showing the animal added to the movement.

     

    The table will show the Tag number, Breed, Gender, Year/Date of birth and Age for each animal in the movement.

     

     

    When you have finished adding animals to the movement, the Continue button will be available to select. Select the Continue button to progress to the next step, Step 3 of 5 – Transport information.

     

     

  • Add individual animals - Tag number format

    The tag numbers for sheep and goats should be entered using one of the following rules for each accepted tag type:

     

    • UK Electronic Visual Tags – UK tags should all be entered as UK + 12 digits – with or without the space. The system will insert the appropriate space on submit. E.g. UK0123456 00123 or UK012345600123
    • Non-Electronic Tags (tagged before 31st December 2009) – UK non-electronic tags must be entered with a space between the flock number and individual number and can have between 1 and 6 digits in the individual part of the number. E.g. UK765432 000123, UK765432 00123 or UK765432 123. Note: For goats you are not required to enter a space between the herd number and individual number.
    • Official EID Microchip Numbers – EID numbers can be added instead of the visual number. EID tags can be added with or without the first 0 and can be added as decimal or HEX. The system will save the EID number and convert it to a visual number on submit. E.g. 826012345600123 (no leading zero), 0826012345600123 (leading zero) or 8200CE8830D07E10 (hex number).
    • European Tag Numbers – European number must be a minimum of 12 numbers, no spaces. Providing that the tag has an EU country code, the tag can be added. E.g. IE123456789123

     

    The tag numbers for deer should be entered using one of the following rules for each accepted tag type:

    • Herd numbers should all have UK, one or two letters and 4 numbers.
    • The individual number can be 1 to 5 digits long and can be either padded or not padded with zeros.
    • The whole number can be entered with or without spaces between the herd number and individual number.
    • The system will insert appropriate spaces and pad the individual number to 5-digits on submit.

     

    Examples of accepted deer tag numbers are as follows:

    • UKAB1234 00123
    • UKA1234 00123
    • UKAB1234 123
    • UKA1234 123
    • UKAB123400123
    • UKA123400123
    • UKAB1234123
    • UKA1234123

     

3. Transport Information

  • Add transport information

    On Step 3 of 5 – Transport information, you can choose to record the Transport information for the movement.

     

    On this step you will see a card showing the total number of animals in the movement and the destination holding.

     

    Below the card, you will see the header Record transport information and buttons for Yes and No.

     

    Select the button for Yes, if you would like to record transport information. Select the button for No, if you do not want to record transport information.

     

    If you do not want to record transport information, select the Continue button to progress to Step 4 – Food chain  information (FCI).

     

     

    After selecting Yes, you will see the question ‘Who is transporting the animals?‘ and the following options:

    • Departure Keeper
    • Receiving Keeper
    • Haulier

    Select the option that is applicable to your movement.

     

    After selecting an option, you will see the following optional sections:

    • Transporter details
    • Driver’s name
    • Name of owner of the animals if different to the keeper
    • Departure time
    • Expected duration of journey

     

    If you selected either the Departure Keeper or Receiving Keeper options, under the Transport details header you will see the address of the Departure or Receiving Keeper.

     

    If you selected the Haulier option, you will see an input field for Haulage company name. You can enter the Haulage company name in the field provided.

     

    Below the Departure Keeper or Receiving Keeper’s address, or the input field for Haulage company name, you will see a Contact telephone number input field. You can choose to enter the Contact telephone number for the transporter.

     

    In the Driver’s name section, you will see the following input fields:

    • First name
    • Last name
    • Vehicle registration
    • Transporter’s authorisation number – for journeys over 65 kilometres

     

    You can choose to enter relevant information in the fields provided.

     

     

    In the Name of owner of animals if different to the keeper section, you will see the following input fields:

    • First name
    • Last name

     

    You can choose to enter the name of the owner of the animals, if it is different to the keeper, within the fields provided.

     

     

    In the Departure time section, you will see a Departure time input field. You can choose to enter the time of departure within the field provided.

     

     

    In the Expected duration of journey section, you will see the following input fields:

    • Days
    • Hours
    • Minutes

     

    You can choose to enter how long the journey is expected to take within the fields provided.

     

     

    After entering transport information within the fields provided, the Continue button will be available to select. Select Continue to progress to Step 4 of 5 – Food chain information (FCI).

4. Food chain information (FCI)

On Step 4 of 5 – Food chain information (FCI), you can choose to record the Food chain information (FCI) for the movement.
